While confirming the accident, Khonsa police sources informed that a case no 49/2012 u/s 279/427/337/338 IPC has been registered and investigation is going on.

Is the obvious playing its game?

Appu Gapak

It was an overwhelming experience to see people crowding at Ramakrishna Mission Hospital in Itanagar, praying for the safety of Tongam Rina, associate editor of The Arunachal Times, after she was shot at outside her office on July 15 last.

Concern etched on their faces, the people gave us, the journalists of the state, hope, telling us that at last the people are starting to come out in the open in support of the journalists. The state capital witnessed uproar by various organizations demanding immediate arrest of the culprit/s involved. Condemnation poured in from all sections of the society.

And then, as usual, the concerned citizens of Arunachal were overpowered by the hostile citizens when police came out with clues regarding the case.

It is a known fact how people here perceive the media – media houses entertaining them the way they want to be entertained; newspapers being notice boards, publishing press releases which are of the least relevance or concern to the people but important to the groups who submitted the releases. If we fail to perform to their tune  we must ‘bear the brunt.’

The fourth pillar is just a misnomer here, and everybody has a stake in the situation that we are facing now. From a common man to people at the top, the media is just a stepping stone which either takes them up or brings them down.

The GoAP blamed the police for their failure in handling the law and order situation. “A woman journalist of a leading daily was shot at in broad daylight. This reflects badly on our intelligence-collection as well as the poor confidence of the people in our security system. It is high time we tightened our belts,” Chief Minister Nabam Tuki had said in a meeting at the state police HQs on July 16, a day after the shooting incident.

It was true on his part to say that the state police’s performance has been bad. But as we see and know that our system since time immemorial has always been out of sync, we cannot just blame the police when the people up there are to discipline them.

As the case progressed, Capital Police on July 25 revealed that it had apprehended 10 youth involved in the April 15 vandalism at The Arunachal Times office, adding that the modus operandi of the April 15 and July 15 incidents was ‘similar’ – that both incidents occurred on a Sunday and suspected the involvement of the same group.

And since then, the manhunt is on for the alleged mastermind, Yumlam Achung, who had planned the April 15 vandalism. As of now, police have shelved all further procedure in the shooting case and are concentrating on the vandalism case for reasons best mentioned above.

If what is being perceived is true, perhaps the July 15 incident could have been averted had the Capital police been more attentive to the vandalism case. If it is not, with the recent past of the absconding mastermind, we wonder if the obvious is playing its game again. (The writer is a freelance journalist. Mariyang Subdivision – an unexplored tourist destination

Onyok Pertin

Mariyang  is located at a height of 1050 mtrs above sea level and it is a beautiful and pleasant sub-divisional headquarter on the  Yingkiong-Pasighat road. It provides an overview of the beautiful Yamne river valley - a favorite tourist destination. From the valley,  one can  enjoy the scenic beauty of snowcapped hill tops, mountain of Kalang Adi (Kalang Mountain) on north direction and the Diti mountain towards the east. If infrastructures like tourist lodges are  developed properly, Mariyang can attract large number of tourists.

Pongging village is located at the confluence of the mighty Siang river and Yamne river and it lies on way to Ponpik Adi (Hill) where lies a natural cave (habitat) of Bats which attracts domestic as well as foreign tourists especially the ornithologist and Adventurists.  Road  link and  tourist huts are primary need to attract more tourist.

Porey Yorbe pass is the highest point on Geku-Katan road located between Sibum(Katan) and Sumsing village. In the midst of the abundant flora and fauna, the spot is traditionally famous among the local inhabitants for its scenic beauty, From this spot one can witness the beautiful scene of the Siang valley up to Yingkiong view at the end. Here tourists can take comfortable rest if a resting hut is provided by the tourism department.

LAKRU is located along the roadside of the State Trans-Highway between Yingkiong and Mariyang.  The river below the downstream of the steel suspension bridge has wide and alluring banks. The tourist can enjoy the scenic beauty and angling here.

Katan, the headquarter of Katan administrative circle, is located at a very high elevation from Yamne valley. One can enjoy the overview, of Yamne valley towards Padu, Sili, Jeru, Jeying camp and beyond that towards Pasighat.  A tourist resting house is required at Katan.

Kiki Dite is located near Adi-Pasi village under Mopom circle of Mariyang sub-division. Notably the two mountain ranges are capped with snow throughout the year. Besides natural scenic beauty, one can find here natural lakes, varieties of flora and fauna and herbs. So to expose this hidden land of natural beauty and serenity to outside tourists, construction of mule track and wayside amenity is required and other infra-structural development by the tourism department is needed.

Dipong Yorbe  is located near Komkar village, in between Mariyang and Komkar at a very high elevated place from where one can enjoy the scenic beauty of the whole Siang valley. The highly steep foot-path starts right from Lakru bridge point up to the Dipong Yorbe point and stepping down below is the Komkar village. A motarable road right from Lakry to Komkar is most essential these days. It is in view of the above points Mariyang is conducive to be included in the State Tourist Circuit Map soon. Not only Mariyang but whole Upper Siang District has abundant tourist attractions like the Teetapuri, Mankota Buddhist Monastery etc. (The writers is a DIPRO, Upper Siang district)

Revive education system

Dear Editor,

Down through the ages educational institutions have been viewed as erudition shrine and playing a foremost role in evolution of civilization and it was given the peak precedence. Few years back the prologue of new systems could not edify need of our time. Today radical changes are seen and educations in state are an utmost nuisance both for haves and have nots.

Today schools are deserted places because of absentee teachers leasing the students to emulate them. In secluded areas of Arunachal the school runs for a month followed by exams and instantaneous result. The teachers would come to the capital or in the district headquarter for transfer and posting wherever they like. In fact some unavoidable circumstances like road communication; some totally unconnected and some gorge terrain compel the humdrum to occur. When basic commodities are hazarding what to talk of the contemporary facilities? Many teachers end up in the chalk and blackboard even if desire for further study would retire as appointed. Sometimes salary is in snail marathon and sometimes arrear is lacerate. There asset is their brilliant students who come up for the nation but some teachers never care about their students, for, their children are in the better school.

Worsening educational status is compelling many to run to nearby towns, town dwellers to headquarters and to the capital. As Itanagar is the hub of bandh callers, vandalism, attack, vehicle hacking, Pasighat is haven of teachers trying to get posted there. East Siang schools are having teachers without a matter-of-fact duty, many schools in Pasighat have teachers higher than the numbers of the students. Many are absconding from schools after marking present in the attendance but getting salary enjoying life but in-charge can not say anything for sir/madam is a relative of higher ups or that might lead to a transfer to Lumla, Longding, Vijoynagar, Italin, Singga, Pekimodi, Napra, Parsiparlo, Taliha, Rima, Hayuliyang and other far off places.

Sparing always has been a tool to spoil systems. One of major causes is the backdoor appointments of teachers without pedagogy. Education creates impact on everything and it should not be taken for granted. The Government is highly requested to revive the education system again, for, this prevailing system might lead to ultimate rundown of the civilization.

Yours,

Karunath Pazing

Reconsider the decision

Dear Editor,

The proposal to shift the Greenfield airport to new site at Hollongi is not  justifiable  as huge amount had already been spent on survey and investigation work for the airport at Banderdewa.   The authorities will have to spend another huge amount again in the name of survey and investigation if the airport is shifted to new location.

Therefore, I request the authorities to reconsider its decision at the greater interest of the people of  Banderdewa and Karsingsa.

Yours,

Tadar Takio

Vision for global future

United Nations recently announced the High-level Panel to advise on the global development agenda beyond 2015.

The Panel will hold its first meeting at the end of September and is expected to submit its findings to the UN Secretary-General in the first half of 2013 and those findings will inform his report to Member States.

The eight MDGs, agreed on by world leaders at a UN summit in 2000, set specific targets on poverty alleviation, education, gender equality, child and maternal health, environmental stability, HIV/AIDS reduction, and a ‘Global Partnership for Development.’

According to a recent study – the 2012 Millennium Development Goals Report – progress has been made in some areas, with three important targets on poverty, slums and water met three years ahead of 2015. It added that meeting the remaining targets, while challenging, is possible – but only if Governments do not waiver from their commitments made over a decade ago.

The High-level Panel is part of Secretary-General Ban’s post-2015 initiative, mandated by the 2010 MDG Summit, at which UN Member States took stock of the progress made in achieving the MDGs.

Member States have called for open, inclusive consultations – involving civil society, the private sector, academia and research institutions from all regions, in addition to the UN system – to advance the development agenda beyond 2015.
